The gaming industry in particular, is an area that any ordinary citizen as well as the governmental institutions feel is unfamiliar and complicated to understand.

This makes now the critical time for the Korean government’s insight on marketing casino for its positive industrial function and its feasibility to be managed under an institutional  structure, installing a control tower to bring the system up to date.

The Ministry of Personnel Management of Korea has recently decided to introduce a  professional public officer policy in stages in order to cultivate the public officers’ expertise in their fields of profession.

The 6 areas of trial implementation of expertise are the Office of International Trade and Investment of the Ministry of Trade, Industry and Energy, the Disaster Management Officeof the Ministry of Public Safety and Security, the Office of Inter-Korean Dialogue of the Ministry of Unification, the Environmental  Health Bureau and the Climate and Future Policy Bureau of the Ministry of Environment, the Human Resources Recruitment Bureau of the Ministry of Personnel Management andthe Financial Supervisory Service of the Financial Services Commission.

As demonstrated in The 10,000 Hour Rule, focused specialization on a single area of  profession can cultivate a development of expertise over time. The lack of expertise and  the lackof consistent policies caused by the frequent duty rotation policy that has been constantly criticized as a flaw of the public service organizations are expected to improve instages by the implementation of the professional public officer policy starting this April. Particularly, the prior selection of the departments that have a large economic ripple effect on the livelihood of the nation’s citizens and of the departments that maneuvers the futureenvironmental changes and administrative demand is a promising change.

The recent political and economic instabilities in Korea resulting in an increase in the uncertainty in the federal economic policy are the warning signs of a forthcoming long term economic depression similar to Japan’s ‘Lost Decades.’

In 2013, a global consulting firm McKinsey Global Institute published Beyond Korean Style; Shaping a New Growth Formula. In this report, McKinsey describes the current Korean economy as a ‘boiling frog syndrome’ and warns that Korean economy will plummet unlessa new growth formula is developed. Noteworthy in the McKinsey report from the tourist industry’s perspective is the emphasis on the development of Integrated Casino Resort as aremedy to the economic depression and as the next growth engine to lead Korea’s economy through the expansion of the tourist industry as highlighted with ‘The New Growth Model,’ ‘Expansion of Tourism’ and ‘Singapore’s success in Integrated Casino Resort development.’

While the revenue of Integrated Casino Resort varies depending on its concept and operating strategy, 70 percent of most Integrated Casino Resort is generated from the gaming revenue; thus, the impact of the casino operation on Integrated Casino Resort and the impact of Integrated Casino Resort on the tourist industry as a whole will greatly extend with the rapid change in the domestic an international tourist industry paradigm.

Although the manufacturing industry leads the GDP growth, tourist industry greatly contributes in job creation. Thus, considering the potentials for the expansion of the tourism industry through the development of Integrated Casino Resort as the anchor attraction andthe economic contribution through job creations, it is important that the government designs astrategy to change the longstanding perception of casino as simple labor rather  thana gaming industry, so it can be viewed and interpreted from the industrialperspectivein the long term. The government also needs to establish a gaming control board immediatelythat will support the institutional structure within which the gaming industry can operate and be managed.

As previously discussed, the Ministry of Personnel Management has selected six departments from the fields that have the largest economic ripple effect on the livelihood of the citizens to implement the professional public officer policy to cultivate the development of expertise as well as consistency in the policies. Similarly to McKinsey’s  report on Korea that highlighted the expansion of tourist industry as the new growth engine, Japan’s Abe government has taken initiatives to foster debates regarding the related political policies and toestablish related institutions for the development of Integrated Casino Resort as the anchor attraction to sustain the expected upsurge in tourism after the 2020 Tokyo Olympics. Hence, it is critical that the Korean government extends the trial implementation of the professional public officer policy to the tourist industry, specifically to include the gaming industry.
