Some time ago, the National Assembly Research Service (NARS) distributed report on ‘Implication of expansion of gaming industry from the surrounding countries in Asia and way forward’. NARS pointed out, now is one of those times where we have to think deeply for new profit sectors in Korea’s tourism industry where we are in the midst of fast changing environment.

Within 5 years, big ICR’s (Integrated Casino Resort) are planned to be established in Korea (3 in Yeongjong-do, 1 in Jeju island). Although casino entry is limited to foreigners only, the investment size cannot be compared to 10 trillion of Japan and 6 trillion of Singapore. However, just by comparing the number of casino and its profit, the industry in Korea is internationally compatible and the potential is enough for Korea’s tourist industry to develop.

Establishment of governing committee and reprocessing of policy should be done for the industry to expand in quantity and improve in quality. However, there are no actions being taken and the central government needs to find a counter measurement officially. It is understood that forming committee and reprocessing policies needs deep internal discussions which could result in more time.

In the case of Japanese government, before establishing policy committee to reprocess casino related policy, the central government formed a pre-preparation team. The objective of the pre-preparation team is to set measures on effects in society when casinos are opened to public and to legalize ICR. Based on this, Korea should bench mark and the central government should make an institution for governance and re-look at policies.

Gaming industry is has been a blind spot for the past 50 years but the industry is too big to be ignored as there is a big part in national wealth that is being leaked, cost occurred in society, etc. Due to its characteristics, if the government provides clear guidelines and is well governed, the gaming industry can act as a real trigger to contribute to economic development.

With lack of expert knowledge, rather than looking at the positive, negative impact it is difficult to realize the objectivity. Until now, it has been managed and administered by small group of government, which will face difficulties to manage big companies with experts and well structured.

Assuming Korea’s gaming industry and changes of international environment after 5 years, the JEJU Casino Regulatory Division needs to improve the gaming policies with the current Jeju special self-governing province, which is ongoing improvement of gaming policies, cooperate with overseas gaming regulatory authority and their experiences in improvement of policies to establish CENTRAL GAMING CONTROL BOARD that fits our environments. 

If CENTRAL GAMING CONTROL BOARD is established, Korea can also participate in policy regulation institution such as IAGR (International Association of Gaming Regulators) and create mutual assistance to create the big picture of Korean government on Glocalized GAMING CONTROL BOARD.
